Chinese President Xi Jinping delivered a speech on artificial intelligence in which he urged the development of emergency response and regulatory systems to keep AI under human control. He said AI should adhere to openness, be secure, and be monitored through laws, technological oversight, early warning mechanisms, and emergency response systems. Xi warned that AI poses inherent and secondary risks and that misuse could threaten safety. He also cautioned against allowing any single nation's security concerns to dominate AI policy, a remark that contrasted with U.S. restrictions on certain AI models. The president called for inclusive learning between civilizations and pledged Chinese support for capacity‑building in developing countries to bridge digital divides and promote sustainable development. He announced the establishment of the World Artificial Intelligence Cooperation Organization, which now includes 29 member states such as Indonesia, Malaysia, Russia, Pakistan, Brazil and South Africa, and said the organization would help Global South nations improve AI capabilities. Xi emphasized that AI reflects humanity's collective knowledge and that China is ready to take practical actions and assume a forward‑looking perspective.
