Mosquito ranges are expanding, and improved monitoring is needed to prevent disease.

Current monitoring programs require teams to set and check traps, identify and test samples, and can be costly. Some traps use odor attractants, while others rely on carbon dioxide released from dry ice. Dry ice availability is limited in certain rural areas of New York, forcing teams to produce it themselves. Coordination and data sharing among county programs are inconsistent. Funding shortages often cause programs to disappear. A bill introduced in the New York State Legislature proposes a comprehensive surveillance system to replace the current fragmented approach.

Proactive measures include removing standing water, applying larvicides in breeding sites, and recommending insect repellent and protective clothing. Outbreaks may require broader pesticide application. Leydet said greater centralization would help, but large states present coordination challenges. He noted that while there is interest, cost concerns can limit support. He added that any assistance is better than nothing.

The legislation aims to enable earlier public health responses, though implementation details remain under discussion.
