Jared Kushner and Israeli Prime Minister Benjamin Netanyahu met in Jerusalem on Monday but made limited progress toward a plan for Hamas disarmament and Israeli withdrawal from Gaza. The meeting occurred amid a stalled 15‑point peace proposal announced by former President Donald Trump in July, which envisions coordinated withdrawal and disarmament. A ceasefire has held since October, but more than 1,000 Palestinians have been killed in Israeli strikes since then.

The Board of Peace said it agreed with Israel’s view that no Israeli forces would withdraw until all Hamas weapons, tunnels and infrastructure are destroyed. A senior official said the statement was worded carefully to avoid conflict and to account for Israel’s October election, in which Gaza is a central issue. The official added that the parties discussed a trial housing project for about 50,000 Palestinians in southern Gaza that could clear a small zone for withdrawal.

During the talks, the two sides agreed to create working groups on disarmament and on sanitation, clean water and public health. Kushner was joined by the group’s director, Nickolay Mladenov, and former British Prime Minister Tony Blair, a member of the board’s executive board. The Board of Peace will establish a commission to assess whether Israeli attacks comply with the plan’s definition of imminent threats.

Kushner also held talks with a Hamas delegation in Egypt, meeting with new leader Khalil al‑Hayya. A Hamas official said the delegation discussed the 15‑point plan, which Hamas has accepted, and its objections to Israel’s opposition. Israel faces pressure from the United Arab Emirates and other Muslim countries, which condemned Netanyahu’s refusal to move forward. A U.S. official said Israel is not being asked to make irreversible moves before verified steps are taken on the ground. Political analysts note that Netanyahu is unlikely to make major commitments before the election, as polls show him trailing opponents. Former official Kobi Michael said American pressure may only achieve limited redeployment along the Yellow Line, the boundary separating areas under Israeli control.

The commission’s findings and the upcoming election will determine whether the plan can advance.
