The death toll from a Russian strike on a warehouse west of Kyiv rose to 38, with four people still missing, Ukrainian President Volodymyr Zelenskyy said Sunday, making it the deadliest attack in Ukraine this year.

The Friday night strike hit a warehouse in the village of Myla that officials said was storing ammunition. The explosions and resulting fires damaged dozens of nearby homes and buildings. At least 52 people were injured, regional military administration head Tymur Tkachenko reported.

Zelenskyy described the incident as a consequence of negligence in storing explosives near civilians and said an investigation was underway into why the ammunition was kept there.

The attack represented a shift in Russian tactics, increasing pressure on Ukraine’s air defenses, which had been rarely targeted during daylight hours previously.

Moscow said it would carry out massive strikes on Ukraine’s energy infrastructure, describing the operation as retaliation for Ukrainian drone attacks on Russian online retailers Wildberries and Ozon and on energy facilities. Kremlin spokesman Dmitry Peskov called the planned strikes an appropriate response to what he termed Ukraine’s escalation and targeting of civilian infrastructure.

Russian defense ministry statements indicated that almost 500 Ukrainian drones were intercepted overnight, and that drone strikes ignited a fire at an oil refinery in Kirishi, a major facility in Russia’s northwest. Local officials reported six deaths in Kyiv and other casualties in eastern Ukraine and in Russian border regions.

Ukraine’s new defense minister, Yevhen Khmara, said the ministry faces a funding shortfall of about $27 billion inherited from his predecessor and is pursuing options such as an accelerated portion of a €90 billion European loan to ensure soldier pay and equipment supplies.
