A growing number of homeowners in the Washington area are using accessory dwelling units to create additional living space and generate rental income. Pavel Kazenkov, who purchased a home in Petworth in 2018, built a 900-square-foot ADU on his property after his family expanded. The unit, completed in late 2025, now rents for approximately $3,000 per month. Across the United States, 24 states have enacted laws aimed at streamlining ADU construction to address housing shortages. In California, roughly 30 percent of ADUs serve multigenerational households, while 40 percent are rented to unrelated occupants.

Homebuyers seeking to reduce mortgage costs often look for properties with existing ADUs or lots suitable for construction. Local zoning rules vary widely, with restrictions on size, height, setbacks, and occupancy affecting development potential. JP Ward, director of business development at Anthony Wilder Design/Build, advises prospective builders to consult architects and engineers familiar with municipal regulations before beginning a project. "Zoning and permitting requirements differ by jurisdiction, and noncompliance can delay or halt construction," Ward said.

Construction costs for a 900-square-foot ADU in the region range from $230,000 to $250,000, with garage or basement conversions costing $80,000 to $120,000. Richard Renwick, a tech worker in Petworth, recently navigated a nine-month approval process for a two-story ADU featuring a garage, half-bath, and one-bedroom apartment. His project, which includes solar panels to offset utility costs, is expected to rent for $1,800 to $2,000 monthly upon completion in three to four months. Delays occurred when initial floor plans were found to be one foot inaccurate, requiring resubmission.

Experts note that building an ADU involves standard construction milestones, including inspections for insulation, electrical systems, plumbing, and fire safety. Utility connections often require trenching from the primary residence. The full timeline from design to completion typically spans eight to 12 months. While prefabricated kits can accelerate construction, they limit customization options. Architectural harmony with the main house is frequently cited as a design priority.

Renting an ADU requires careful planning, as lenders generally only consider rental income in loan qualification if a history of payments exists. Most financing is sourced from home equity or savings. Kazenkov estimates that a $250,000 investment would be recouped in approximately six years through $3,000 monthly rent, after which income becomes profit aside from maintenance. Two-bedroom units with private outdoor space and off-street parking tend to command higher rents, especially when paired with energy-efficient features like solar panels.

Challenges include reduced backyard space, potential privacy concerns, and the administrative burden of landlord responsibilities. Kazenkov mitigated privacy issues by providing separate fenced yards and alley access for tenants. He emphasized that while financial returns are significant, the arrangement also enables affordable housing for tenants who might otherwise struggle with high rental costs in the area.

Local jurisdictions typically impose caps on ADU size and height, require owner occupancy in some cases, and mandate compliance with lot coverage and setback rules. Prospective builders are encouraged to verify zoning classifications and regulatory requirements through municipal resources before purchasing or developing property.
