Mail ballots have appeared on kitchen counters across Florida, from Pensacola to Key West, as early voting prepares to open later this month. A contest Republicans thought would unfold quietly has instead become a series of unresolved questions. Seven issues stand out as the cycle enters its final stretch.

The first concerns Donald Trump’s approval among Republicans. Polling consistently shows the figure below 80% in competitive districts, a drop from the 90s seen in earlier years. Gallup recorded 84% in November 2023, while a Verasight survey in August 2024 placed it at 71%. When this number remains under 80% on Election Day, analysts say it could trigger a "red undertow" that weakens Republican margins, as noted by veteran observer Charlie Cook.

The second question involves how independents are leaning. Historically, a party holding the White House loses independents by 55-45 or 60-40. Recent data shows wider gaps, with some races seeing 2-to-1 or even 3-to-1 breaks against Republicans. A September statewide poll found David Jolly leading among independents by 12 points, while another showed Angie Nixon ahead by 13. National YouGov tracking places independents at 54-27 in favor of Democrats. Despite holding a 1.5 million-voter registration advantage, Republicans have not yet translated this into decisive leads.

A third issue centers on the relationship between Republican congressional candidate Byron Donalds and former representative David Jolly. Donalds has amplified attacks linking Jolly to Leo Govoni, a businessman convicted in a fraud case tied to trusts for people with disabilities. Govoni had previously contributed to Jolly’s campaigns and employed his son. Jolly has stated the connection ended over a decade ago and has not faced formal allegations. Donalds has raised $135 million for his campaign, while Jolly’s team has responded through digital outreach and social media engagement.

The fourth question involves Attorney General James Uthmeier, who faces scrutiny over a grand jury investigation into $10 million in misallocated Medicaid funds during his leadership of a political committee. Though no charges have been filed, the IRS is reviewing a whistleblower complaint. Uthmeier also leads high-profile lawsuits against major corporations, which have generated significant media attention. Meanwhile, CFO candidate Blaise Ingoglia’s campaign has struggled despite extensive television advertising, with recent polls showing a tie against opponent Annette Taddeo, who has faced multiple electoral losses across different offices.

Redistricting has created new competitive dynamics. The current congressional map was designed to convert a 20-8 Republican delegation into 24-4, concentrating Democratic voters into fewer districts. While some analysts expect certain seats to remain competitive, others are showing signs of shifting. Polling suggests incumbent Jared Moskowitz holds a narrow lead in District 9, while other races remain tightly contested. Nationally, the Cook Political Report has indicated it is "possible Republicans net no seats," reflecting growing uncertainty.

The election also includes unexpected races for local offices. In St. Petersburg, former governor Charlie Crist is running for mayor after a decisive loss in the 2022 governor’s race. His campaign has raised significantly more than the incumbent, Ken Welch, and has secured endorsements from former mayors. In Tallahassee, a runoff for city commissioner features progressive candidate Jeremy Matlow against centrist Loranne Ausley, with the outcome potentially reshaping the city commission’s balance of power.

Weather and external events remain unpredictable factors. The 2024 hurricane season has so far produced no Atlantic storms, marking the first September without a hurricane in 32 years. However, the National Hurricane Center is monitoring a developing system in the Gulf of Mexico. Additionally, international developments, including stalled nuclear negotiations with Iran and renewed Houthi attacks on maritime traffic, could influence voter perceptions in the final weeks.

With 30 days remaining, the election’s trajectory remains fluid. While Republicans maintain structural advantages, shifting independents, unresolved investigations, and unforeseen events could alter outcomes across multiple races. The final configuration of Florida’s congressional delegation and statewide offices will depend on how these factors resolve in the coming month.
