Microsoft has unveiled a decision-oriented AI model called Microsoft-Decision-1, designed to produce structured outputs suitable for automated processing rather than human-readable text. The model, accessible through Microsoft Foundry and slated for release via OpenRouter, marks the company's entry into a category of AI systems sometimes referred to as "decision models" — a term gaining traction among technology firms.

Unlike broad-spectrum language models that generate free-form responses, decision models prioritize consistency and reliability in specific use cases, such as classification or rule-based responses. Microsoft notes that this approach reduces the risk of hallucinated or unpredictable outputs, though it acknowledges that such systems are not error-free and may still produce inaccurate classifications under certain conditions.

The initial version of Microsoft-Decision-1 is based on Qwen3.5-9B, a model developed by Alibaba Cloud. The company has indicated plans to transition to proprietary and partner-developed foundations in future iterations. In internal benchmarks, Microsoft reports that its model processes inputs at a speed 2.5 times faster than H2O-Lightning-4B and 2.8 times faster than Jev, a competing decision model introduced by TypeSafe AI. It also claims an 83.5 percent accuracy rate across 36 evaluation benchmarks, placing it second only to Quyet-1.0-Large in confidence scoring at 92.2 percent.

Cost efficiency appears to be a central advantage. According to Microsoft, input processing costs $0.042 per million tokens, with output tokens provided at no charge. This pricing structure reflects a broader industry trend where organizations seek to balance performance with operational affordability, particularly as AI integration expands across enterprise workflows.

The rise of decision-focused models follows increased interest from companies like OpenAI, Cloudflare, Perplexity, and Snowflake, each of which has introduced similar systems in recent weeks. While some of these models are open-source or built on publicly available foundations, Microsoft emphasizes that its implementation is tailored for integration with its cloud infrastructure and development tools.

Achint Srivastava, Vice President of Software Engineering in Microsoft's Office of the CTO, stated that the growth of agentic AI systems has heightened the importance of selecting models optimized for specific tasks. "Cost plays a major role in how people decide to use AI," he said, "and it’s increasingly important to choose the right model for the right job."

The company has not disclosed details about the specific datasets, training methodologies, or evaluation criteria used to derive its performance metrics. Independent verification of the reported benchmarks has not been published as of this report.
