Lawmakers say a revised draft of the Digital Asset Market Clarity Act could be released as soon as next week, with a Senate vote possible in the week of July 20.

Congress is in the final weeks of its 2026 session, and the bill must clear the Senate’s 60‑vote threshold and win House approval before President Donald Trump signs it into law.

The new version merges proposals from the Senate Banking and Agriculture Committees, adding more than 70 pages of text and emphasizing consumer protection provisions. Negotiators have addressed many Democratic concerns, but a dispute remains over whether senior government officials, including the president, would be prohibited from holding business interests in the crypto sector.

Senate Democrats have indicated they will not support the bill without a compromise on ethics limits, and some have suggested allowing state attorneys general to sue for violations. The White House has not yet signed off on the merged text, and a recent letter from the administration to Senate leaders noted that it has not engaged in the latest negotiations.

Senator Ron Wyden, a Democrat from Oregon, praised the earlier version’s developer protections, a provision that would exempt developers from being treated as money transmitters when they do not handle customer assets. Preserving that Blockchain Regulatory Certainty Act provision remains a priority for the DeFi industry.

Despite uncertainty about the bill’s prospects, officials say there is still time before the summer break and the midterm election focus to finalize the legislation, though a defense spending bill may complicate Senate scheduling.
