The UK government has appointed six banks to underwrite and distribute its first digital gilt, a short‑dated bond slated for issuance in the first quarter of 2027. HM Treasury announced on Oct. 6 that Barclays, HSBC, Lloyds, Morgan Stanley, NatWest and RBC Capital Markets will serve as joint lead managers for the Digital Gilt Instrument, known as DIGIT. The selection followed a competitive procurement process and was disclosed by Economic Secretary to the Treasury Lucy Rigby during her keynote address at UK Digital Assets Week. The pilot will operate within the UK’s Digital Securities Sandbox, using HSBC’s Orion platform to host the bond and settle trades on a distributed ledger. The issuance will be independent of the government’s main debt‑management programme and will remain a standalone test of new market infrastructure. Rigby said the Treasury intends to list DIGIT on the London Stock Exchange’s main market and to explore further issuances if the initial transaction proves successful. The chosen banks will handle underwriting, investor engagement and distribution, while HSBC will connect its platform with the LSEG’s infrastructure. A memorandum of understanding between HSBC and the London Stock Exchange Group, signed in July, will enable a bilateral Digital Securities Depository link, allowing investors to access DIGIT through either system. The government also plans to introduce secondary legislation to support digital services and issuances within the sandbox. Industry executives note that on‑chain settlement must interface with cash, custody and existing settlement networks, requiring common standards and legal certainty to ensure lifecycle events remain consistent across systems. The Bank of England and the Financial Conduct Authority are examining tokenized deposits, regulated stablecoins and central‑bank money as potential settlement assets, with a synchronization service targeted for 2028 that would link digital‑asset ledgers with the real‑time gross settlement system. Separate tests conducted by UK Finance in September involved Barclays, Lloyds and NatWest completing tokenized‑deposit mortgage transactions, while a group including HSBC trialed a person‑to‑person payment linked to a simulated marketplace purchase. The Treasury’s broader agenda includes cross‑border cooperation with U.S. regulators, aiming to develop common approaches to the regulatory treatment of tokenized assets and to test cross‑border uses of such assets through a private‑sector‑led group for one year. The pilot’s success could broaden investor bases and create additional funding channels, according to former central banker Marius Jurgilas.
