Blockchain.com has submitted an application to the US Commodity Futures Trading Commission (CFTC) requesting authorization to offer prediction markets and crypto derivatives to retail and institutional investors in the United States. The company filed for two separate licenses: one to operate as a designated contract market (DCM) and another as a futures commission merchant (FCM). If granted, these licenses would permit the firm to function as a futures exchange for event contracts and as a broker for derivatives contracts.

The move follows a July announcement in which Blockchain.com disclosed a partnership with Polymarket to integrate prediction markets into its platform. While that collaboration remains, a CFTC-approved license would enable the company to launch its own marketplace for event contracts without relying on external partners.

Regulatory scrutiny of prediction platforms such as Kalshi and Polymarket is intensifying. Several states have initiated lawsuits alleging violations of laws governing sports and election betting. Recently, New Jersey officials petitioned the US Supreme Court to intervene in their case against Kalshi, a dispute that may clarify the division of authority between federal and state regulators.

In parallel, CFTC Chair Michael Selig has emphasized the agency’s push to advance cryptocurrency regulation through rulemaking rather than legislative action. He cited the collapse of FTX as a catalyst for introducing safeguards to protect customer funds in crypto spot markets. Selig, who remains the sole commissioner and chair of the agency, has stated that the CFTC holds exclusive jurisdiction over prediction markets. The agency has not yet nominated replacements for four vacant commissioner positions.

Earlier this year, Blockchain.com explored the possibility of an initial public offering that could value the company at up to $6 billion, with plans to raise $500 million. The company has not confirmed whether the offering will proceed.

The broader context of crypto regulation continues to evolve, with agencies like the CFTC seeking to assert oversight in areas where legal boundaries remain contested.
