Incidents between Philippine and Chinese forces have intensified in the South China Sea and Luzon Strait in recent weeks, as both nations seek to assert territorial claims using small vessels and aircraft. Since early October, at least six dangerous encounters have occurred near disputed features including Scarborough Shoal, Second Thomas Shoal and the Spratly Islands. A new confrontation zone emerged near the Batanes Islands, a Philippine outpost closer to Taiwan than Manila that overlooks a key maritime chokepoint on the First Island Chain. From October 1 to 2, the Philippine Coast Guard compelled a Chinese civilian survey ship to leave waters near Batanes. In response, the China Coast Guard dispatched a large cutter based on a Type 052D destroyer design to escort the vessel. Philippine authorities reported that three Taiwan Coast Guard patrol ships subsequently shadowed the Chinese ships, operating within the Philippine exclusive economic zone in the Luzon Strait. On October 3, an armed People’s Liberation Army Air Force J-16 fighter closed to intercept a Philippine Air Force C-208 Cessna over Scarborough Shoal. Beijing’s aircraft routinely operate 120 nautical miles off Luzon to monitor Manila’s intelligence-gathering flights. To counter Philippine surveillance platforms supplied by the United States, China has deployed heavy fighters, light combat jets and early airborne warning and command aircraft to the Scarborough Shoal area. The Philippine military condemned the interception, while the PLA Southern Theater Command urged Manila to “stop rights violations and provocative acts immediately.” Tensions also rose around Thitu Island, Second Thomas Shoal and Loaita Island between Sunday and Friday, as Philippine forces attempted to intercept a vessel engaged in illegal fishing near Thitu Island. Chinese maritime militia, Coast Guard and a PLAN helicopter harassed the Philippine unit, prompting a return to the island. On Thursday, a medical evacuation of a sick sailor from the BRP Sierra Madre (LT-57) at Second Thomas Shoal was delayed due to repeated harassment by Chinese Coast Guard cutters. On Friday, Philippine Marines, sailors and Coast Guard personnel repelled a Chinese maritime militia vessel and its 22 support fishing boats from waters near Loaita Island. These six incidents reflect a marked increase in confrontational activity between Manila and Beijing across contested waters and airspace in recent months. Last month, Manila reported that Chinese forces had blocked a resupply mission to the BRP Sierra Madre, marking the first publicly confirmed instance of Chinese interception of Philippine operations since a provisional understanding was reached after a June 2024 clash.
