A Chinese government agency released a list of 271 companies and organizations that have joined a national commercial space consortium. The list was published on July 1 by a center under the State Administration of Science, Technology and Industry for National Defense (SASTIND). The consortium was formally established on April 24, 2025, during the main event of China’s 10th national Space Day, as a China National Space Administration (CNSA) initiative. SASTIND, which operates under the Ministry of Industry and Information Technology, opened voluntary recruitment in July 2024 and vetted applications before publishing the roster.
The list comprises 271 entities divided into nine groups: satellite development (79), data applications (44), rockets and launch (41), comprehensive services (31), TT&C/operations (23), technology innovation (18), emerging fields (15), industry promotion (13), and financial services (7). Companies included range from state‑linked firms such as Expace, CAS Space and Landspace to newer orbital operators like iSpace, Galactic Energy and Space Pioneer. Notable absentees include OneSpace, Rocket Pi and Nayuta.
The consortium is intended to coordinate policy, standards and supply‑demand matching, promote self‑regulation and support high‑quality, safe development as directed by President Xi Jinping. It also encompasses a financial services subgroup and an emerging fields group that covers chips, terminals and 6G standards, indicating state interest in a broad value chain from direct‑to‑device services to commercial crewed flight and hypersonic spaceplanes.
In November 2025, CNSA issued a blueprint to accelerate commercial space development, emphasizing innovation, resource efficiency and industrial capacity. While China has not enacted a dedicated space law, the consortium may serve as an interim framework and could be expanded in future recruitment rounds.
