Zimbabwe’s securities regulator listed seven fintech projects as approved participants in its regulatory sandbox on July 24.
The sandbox permits live trials under set limits and supervision, but it does not guarantee commercial registration after testing.
The approved projects include a blockchain‑based capital‑raising platform by Zimbabwe Entrepreneurship Exchange, an asset tokenization service by Ndarama Standard, a synthetic trading test by Questview Brokers, a crowdfunding platform by Crowdaxe Capital, a securities tokenization test by Procode Platforms, an asset‑tokenization market by Financial Securities Exchange, and an infrastructure‑tokenization project by Colmin Resources Zimbabwe. The regulator said the sandbox is intended to generate evidence for future policy while supporting investor protection, financial stability and market integrity. Participants must operate within an approved testing plan covering customer limits, transaction exposure, risk controls and loss‑handling procedures, and the testing period must last at least 12 months, with possible extensions of up to another 12 months. The commission may relax selected requirements during the trial, revoke admission for non‑compliance, or issue a licence, conditional no‑objection letter, or deny permission after the trial. Successful testing does not automatically enable a nationwide launch. Tokenization approval under the securities sandbox does not constitute registration as a virtual asset service provider; separate anti‑money‑laundering and virtual asset registration requirements apply.
The next steps involve the start of controlled trials, regulatory reporting and the commission’s assessment of whether each project meets licensing criteria.
