Oracle plans to cut additional jobs this month, with reductions on some teams reaching double‑digit percentages, according to an internal document cited by Business Insider. The company aims to lower payroll before the start of its second fiscal quarter on September 1, and managers have been instructed to prepare lists of affected employees. The cuts would extend a year of deep workforce reductions after the firm eliminated 21,000 full‑time positions, or 13 % of its staff, in the fiscal year ended May 31, while borrowing $43 billion to fund AI data‑center construction.

Oracle reported that its $2.1 billion restructuring plan, detailed in its June 22 10‑K filing, accounted for $1.8 billion of the fiscal 2026 expense, a 391 % increase from $374 million a year earlier, leaving roughly $300 million of remaining headroom. The planned reductions described by Business Insider would either fit within that remainder or require a second restructuring plan, the filing notes, as the prior 2024 plan was deemed substantially complete since May 2025.

Headcount stood at approximately 141,000 full‑time employees as of May 31, with about 49,000 located in the United States. The firm eliminated roughly 10,000 positions in a single wave earlier in the year and attributes part of the fiscal 2026 decline to internal AI adoption, saying further reductions will follow as deployment expands.

Capex rose to $55.7 billion in fiscal 2026 from $21.2 billion the prior year, creating a $23.7 billion shortfall relative to cash generated. Oracle raised $43 billion in debt and $5 billion through equity sales in fiscal 2026 and expects to secure about $40 billion more in fiscal 2027. Interest expense increased to $4.6 billion from $3.6 billion a year earlier, surpassing the total severance and restructuring charges for the year.

Cloud infrastructure revenue grew 77 % in fiscal 2026 and total revenue rose 17 %, figures the company cites in defense of its spending. The stock has fallen more than 20 % year‑to‑date, and shareholders sued the company in January alleging misstatements about borrowing needed for an OpenAI commitment. Oracle declined to comment and has not confirmed the new layoff plans.

The forthcoming quarter will reveal whether the remaining $300 million in the restructuring budget can accommodate the cuts or if a second restructuring plan becomes necessary.
