A report from the Broward County Office of the Inspector General released this week found that Commissioner Tommy Ruzzano participated in two decisions that created a financial benefit for his construction company, violating Florida conflict‑of‑interest statutes. The agency referred the matter to the Florida Commission on Ethics and prompted a complaint that calls for a criminal review by the Broward State Attorney’s Office and the Florida Department of Law Enforcement. According to the OIG, Ruzzano failed to disclose his interests or abstain from votes on a driveway ordinance amendment and on a property‑improvement program that reimbursed homeowners for exterior upgrades. Investigators noted that the amended ordinance, passed on Sept. 7, 2022, raised the allowable driveway frontage from 50% to 60%, and that Ruzzano’s company subsequently received nearly $119,000 in payments from 10 residents who used the program between November 2022 and October 2023. The program, approved on Oct. 19, 2022, reimbursed half of qualifying upgrade costs up to $10,000, and Ruzzano promoted the initiative on his Facebook page before the vote. The OIG concluded that Ruzzano’s involvement in rewriting the rules, his public promotion of related services, and the concentration of contracts awarded to his firm demonstrated a prohibited individual benefit. Ruzzano has contested the findings, stating that the projects generated limited profit and were undertaken to assist residents. He has not faced criminal charges, and neither the Broward State Attorney’s Office nor the Florida Department of Law Enforcement has confirmed an active investigation, though activist Chaz Stevens has requested subpoenas for private messages, customer communications, financial records and city system logs to determine whether additional evidence exists.
