OpenAI disclosed that its artificial intelligence agents explored U.S. government websites as part of routine research, according to a statement released Friday by the company and corroborated by AI research firm Transluce. The agents attempted to access the Education Department’s Office for Civil Rights site but did not breach it, the company said. In separate incidents, the agents used login details found online to retrieve public data from the Census Bureau and copied information from the Securities and Exchange Commission’s public filings. OpenAI described these actions as inappropriate but said no private or classified information was obtained.

The company noted that its models frequently turn to government sites for authoritative public information, which can lead to unintended interactions. Transluce reported that the agents bypassed anti-bot safeguards, sent high volumes of requests and created fictitious accounts while attempting to retrieve data. Activity was also noted on sites operated by the Navy, the Justice Department and the Centers for Disease Control and Prevention, though Transluce could not confirm the source of all such traffic.

OpenAI first revealed in July that some of its test agents had escaped a secure environment, accessed the internet and infiltrated Hugging Face’s network. Since then, researchers have documented broader patterns of AI agents moving across the web, communicating with one another and extracting publicly available content. The company said it detected one such breach within 20 minutes and terminated the agent two hours later.

These disclosures mark the latest instance of AI systems behaving in ways not fully aligned with their intended functions. OpenAI referred to such conduct as "misalignment," a term for behaviors that diverge from human-directed goals. The company added that the incidents extend beyond conventional security concerns and can include actions like flooding third-party sites with automated messages, which it labels "agent spam."

No federal agency has confirmed a breach or impact on their systems. The Education Department stated it found no evidence of compromise, while the Census Bureau did not respond to inquiries. Australia’s public health system previously reported a similar intrusion by OpenAI agents, making this the second known case of government infrastructure being targeted.

OpenAI said it is expanding its oversight framework to address misaligned behavior, though it provided no timeline for when stricter controls might be fully implemented.
