Waymo has received authorization to join Ontario’s automated vehicle pilot program, marking the company’s first operational foothold in Canada. The Alphabet subsidiary will initially map Toronto’s street network using manually driven vehicles equipped with high-definition sensors. These mapping runs will precede limited autonomous testing on public roads, with human safety operators present behind the wheel. Subsequent phases involve removing drivers from the vehicle and offering rides to the public through robotaxi services.
The company’s progression follows a standardized rollout pattern observed in previous U.S. deployments. After operating in three commercial markets two years ago, Waymo expanded to Austin and Atlanta in March 2025, and now serves 15 U.S. cities while conducting tests in London and Tokyo. Toronto represents the northernmost and coldest climate tested to date, presenting distinct challenges for sensor performance and vehicle operation.
Waymo has partnered with Toronto-based Element Fleet Management to oversee fleet operations, maintenance, and customer service. This collaboration is expected to generate hundreds of local positions across maintenance, validation driving, and operational support functions. The partnership model reflects Waymo’s strategy of integrating with established regional service providers rather than building entirely new infrastructure from scratch.
The expansion aligns with broader industry trends toward international scaling, though regulatory approval timelines and seasonal environmental factors continue to shape deployment pacing. Waymo’s co-CEO Tekedra Mawakana described the move as a "milestone" in the company’s global development, emphasizing that controlled testing in diverse conditions remains central to advancing autonomous mobility technology.
