Bill Gates, in a Gates Notes essay, warned that artificial intelligence will cause a period of rapid social and economic upheaval and urged governments and societies to develop a comprehensive transition framework.

Gates said AI differs from earlier technological shifts because it can adapt to existing devices and natural language, enabling faster adoption across sectors such as law, medicine, education and manufacturing.

He identified three primary risks: widespread job displacement, increased potential for AI‑enabled fraud, disinformation and cyberattacks, and adverse effects on mental health and education.

According to Gates, automation could eliminate many entry‑ and mid‑level positions, particularly in sales, customer service, software engineering and professional services, while new jobs will require extensive training.

He noted that AI may also empower malicious actors to create weapons, conduct cyberattacks on critical infrastructure and facilitate bioterrorism, and that autonomous systems could act unpredictably.

Gates highlighted potential benefits, including acceleration of scientific research, improved healthcare diagnostics, more efficient agriculture, streamlined government services and enhanced education through personalized learning tools.

He proposed three policy actions: establishing a new domestic and international institutional framework, designating certain jobs as “human reserved” to preserve essential human interaction, and implementing a tax on AI tokens and robots to fund retraining and social safety nets.

Gates called for broader public participation in shaping AI policy, emphasizing the need for inclusive dialogue among workers, educators, religious leaders and other stakeholders.

He concluded that while AI can improve life for people at all income levels, its benefits will not be realized automatically and will require deliberate, coordinated action.
