Sberbank, Russia's largest bank, announced plans to launch cryptocurrency trading infrastructure and a digital depository by Dec. 1, 2026.
The new regulations for crypto trading, custody and settlement took effect on Sept. 1, 2026.
They require licensed intermediaries for most transactions, with full licensing requirements beginning July 2027.
Public exchange trading will be limited to cryptocurrencies that meet liquidity and market‑capitalization thresholds.
Crypto payments for goods and services remain prohibited.
The depository will record client ownership of cryptocurrency and process most transactions off‑chain.
Sberbank will operate active wallets for client‑initiated deposits, withdrawals and transfers.
The framework follows the Federation Council’s approval of a law regulating crypto trading through licensed brokers, exchanges, asset managers and depositories.
Sberbank previously offered structured bitcoin‑linked bonds to qualified investors and completed a bitcoin‑backed lending pilot with Intelion Data in December 2025.
A 2024 law legalized mining and created an experimental regime for cross‑border crypto settlements.
The Bank of Russia widened access in 2025 by allowing qualified investors to purchase crypto‑linked financial products and later proposed limited direct retail purchases subject to testing and a 300,000‑ruble annual cap per intermediary.
